I would say that it depends on the intensity of the exercise and your main objective.
If you are an average amateur lifter a logicel break should be round 60"-90".
If you are going for strength you should increase the break to 2'-3'. I speak for 3-6 repetitions/set.
If you are like me and adopt the concept of metabolic resistance training you had better limit your break to 10"-20", which is the time to change posture for the new exercise.
This will give to your workout an aerobic tint and lead to the maximum fat loss.
